Program Analyst (ARCOS)

Navy Wounded Warrior (NWW) is the Navy's sole organization for coordinating non-medical care of seriously wounded, ill and injured Sailors and Coast Guardsmen, their families and caregivers. This position is assigned to the NWW Program (N95); Fleet and Family Readiness (N9); Commander, Navy Installations Command (CNIC); Command Navy Region Northwest and reports directly to the Regional Program Director. Incumbent serves as Program Analyst-Adaptive Reconditioning and Community Outreach Specialist (ARCOS), responsible for ensuring NWW enrollees and their families and caregivers have opportunities to participate in local adaptive recreation and events. ARCOS have the primary responsibility for development and execution of adaptive reconditioning opportunities for enrollees and their family members/caregivers. Secondary responsibility is managing all community outreach efforts for the region to create opportunities locally for enrolled population and any additional duties assigned. Adaptive Reconditioning duties comprise 75% of incumbent's time and include but are not limited to: - Researches and identifies adaptive reconditioning events and other opportunities offered by Federal, State, local community, and non-profit organizations and agencies. - Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of program operations, establishing goals and objectives. - Coordinates internal and external adaptive recreation activities in respective Region for local enrollees. - Promotes Navy Wounded Warrior Adaptive Athletics program to local enrollees and connect those interested with HQ Adaptive Athletics staff. - Assists NWW HQ Adaptive Sports staff with management and operations of its adaptive sports and reconditioning programs and activities for recovering Service Members to improve the recovery and quality of life as the participants adjust to their 'new normal'. - Assists in coordinating adaptive sports and reconditioning programs according to guidelines, standards of practice and professional code of conduct and ethics developed by Armed Forces Services Corporation at multiple installations throughout the US. - Assists in providing effective and efficient adaptive sports and reconditioning programs for Recovering Service Members (RSMs) enrolled into the program. - Communicates effectively and professionally with senior military and community leadership as well as activity participants. - Communicates with NWW HQ Marketing and Strategic Communications Specialist to raise awareness of program, to include highlighting local activities on a monthly and ad hoc basis. - Develops, manages and updates as necessary, event and outreach calendar. - Coordinates internally within N9 (MWR, FFR, etc.) and externally to plan and execute a wide variety of opportunities to enhance enrollees' recovery, rehabilitation and reintegration. - Establishes and monitors multiple repositories for enrollees to include documentation in the NWW module within the Total Workforce Management System (TWMS). Manages electronic and hard copies as necessary for the successful planning and execution of adaptive sports/recreation events. - Serves as travel point of contact for the region enrollees participating in adaptive/recreation events to include travel processes and registration of participants. Community Outreach duties comprise 25% of incumbent's time and include but are not limited to: - Coordinates and manages activities designed to raise awareness of the program and its offerings throughout the area of responsibility for the region. - Develops and implements strategic plan to collaborate with local veteran service organizations to increase adaptive recreation and family/caregiver opportunities. - Successfully promotes programs and events to appropriate audiences in the area of responsibility for the region. - Coordinates with Veterans Administration to connect veterans with available programs. - Identifies, communicates and coordinates with National Paralympic organizations to identify programs for recovering Service members.
