Payroll/HR Technician
Location: Fleet & Family Readiness - Service Center (Naval Base Kitsap Keyport)
Pay Grade: NF-03

BRIEF DESCRIPTION OF DUTIES: This position is located at the Fleet & Family Readiness Service Center HR Department. Incumbent provides Non-appropriated fund (NAF) payroll and personnel administrative functions for Navy Region Northwest Fleet & Family Readiness personnel at naval installations including NS Everett, NAS Whidbey Island and NBK Bangor and Bremerton.
PAYROLL FUNCTIONS (80%): Performs the full range of NAF payroll duties necessary to exercise, process and transmit pay actions and changes for 800+ employees. Such actions include manual payroll deductions, garnishments, reports of earnings, supplemental pay, etc. Reviews and monitors timecard/timeclock data, resolves payroll discrepancy issues, and provides guidance on various payroll transactions verifying payroll data for accuracy. Incumbent is the local KRONOS timekeeping system administrator, providing training, field support and oversight of the automated timekeeping system. Responsible for various management reports, including leave utilization and statistical reports concerning wage and hours. Maintains files pertaining to payroll records. Communicates regularly with systems and payroll administrators at the headquarters level.
PERSONNEL (20%): Will be required to assist in performing a variety of personnel support duties including assistance with screening resumes, data entry into the personnel database, processing within grade increases, and backup to other functions as needed. Assist HR Assistants with wage survey, data calls and metrics such as tracking employee evaluations and awards.
QUALIFICATIONS: Knowledge of a computerized payroll system including two years experience with payroll, tax procedures, and benefits transactions. Experience with KRONOS timekeeping, CITRIX, and ADP or similar payroll system. Professional certificate or degree in payroll, personnel, or accounting is desirable. Knowledge and experience of computer applications and software including, Microsoft Word and Excel, and simple database management is required. Must be able to perform basic math and statistical calculations with minimal errors and consistently meet deadlines under pressure by prioritizing and organizing workload. This position requires successful completion of a formal background check within one year of appointment.
CONDITIONS OF EMPLOYMENT: Occasional travel between regional military installations and facilities may be required. This position is subject to background check in accordance with federal regulations. A valid Washington State driver’s license is required.
