Supervisory Recreation Specialist

Location: Naval Air Station Whidbey Island - Sport, Fitness Program

Pay Grade: NF-0188-04

This position provides quality customer service to all eligible patrons. Employee privileges include access to base facilities such as gyms, recreation centers, restaurants, and discount tickets to sporting and entertainment events.

Brief Description of Duties: Incumbent will manage the operation and utilization of gym front desk, provide oversight of fit-trail, fit-dome multipurpose tennis courts and other facilities as warranted. Administers and supervises performance of work to keep buildings and capital equipment in good repair, providing input to design and construction of in house and self-help projects. Plans, schedules, and coordinates the work by working directly with the contractor. Participates in budget estimates, pre-design development of projects. Acts as the liaison to the Public Works Department and for the coordination and accomplishments of facilities maintenance, repair and construction. Develops and prepares budge estimates, studies schedules and work plans relating to the department mission and facility needs for the short and long term as determined by local command and higher authorities. Establishes and maintains accurate property control systems. Establishes and maintains property/equipment life expectancy plan for all athletic equipment. Develops and implements equipment preventive maintenance plans. Responsible for contacting, interviewing, and initial selection of applicants seeking employment. Supervises staff to include, but not limited to facility leads, counter attendants, and volunteers. Oversees, creates, modifies, and coordinates staffing schedules. Provides staff with current and upcoming hours/days they are scheduled to work. Supervises and coordinates the operations of the facility including scheduling, writing performance appraisals, authorizing leave, resolving grievances, interviewing and hiring employees Identifies training and developmental needs of staff.

Qualification Requirements: A Bachelor’s degree in Recreation management or related field is desired. A minimum of three years of specialized experience in recreation programming or facility management may be substituted for a formal degree. In-depth knowledge of the advanced principles and concepts as well as the practical knowledge of the complex technical and administrative requirements of designing, implementing and monitoring modern sports and fitness facility programs is required. Incumbent requires knowledge of the principles of personnel management, involving recruitment, selection, hiring, training, and development, and the general provisions for the needs of human resources in an organization. The athletic program requires incumbent to have expertise in most aspects of sports and fitness, which encompasses regulations, equipment, facilities, workers and environment. Knowledge in planning budget requirements.

Conditions of Employment: Successful completions of National Agency (NACI) background check required. Work involves frequent walking, standing and occasional lifting of objects that exceed 50 pounds in weight. Occasional travel to other facilities/installations required. Incumbent’s schedule may vary, inclusive of weekend and evening hours in accordance with the requirement of the program at hand. Position requires constant vigilance to ensure maximum security for funds, equipment, patrons, and employees in and around the facility.
