Brief Description of Duties: Provides direct, on site building management and administration of facilities and evaluates established programs and administrative procedures. Plans, organizes, and performs work required to ensure proper customer service and compliance with appropriate mandates of the UH Program. Provides input for short and long range planning. Actively participates in the development, implementation, and execution of operational policies and procedures related to eligibility, assignment, termination, orientation, personal conduct, cleanliness and UH state of repair. Enforces UH policies and procedures by confronting and reporting violations. Records and disseminates information to residents and interested parties. Under supervisory direction, implements new procedures, regulations and guidelines concerning UH operations. Ensures UH facilities are in compliance with all health, safety, and sanitation rules and regulations and oversees UH building security. Resolves a variety of UH problems by assembling facts, evaluating information, and drafting reports and answers to correspondence. Helps develop and update informational bulletins, brochures, and resident packets. Assists with the production and maintenance of correspondence relating to UH, including but not limited to local-use manuals and publications for UH operations, articles, photographs, updates, and monthly reports to Housing Supervisor’s. Receives, processes and resolves tenant complaints and related investigations concerning residents and UH practices. Monitors the conduct of occupants, enforces rules of occupancy, inspects vacant units and ensures completion of repairs. Identifies problems and deficiencies, such as tenant responsibility for damages beyond normal fair, wear and tear. Initiates trouble calls and work requests for any maintenance problems and performs various maintenance related actions associated with assigned building to include minor maintenance actions (changing light bulbs, preventative maintenance on fire extinguishers, replace air filters, etc.) as needed. Conducts joint tenant-management inspections of quarters to evaluate the cleanliness, maintenance, and habitability of the unit, furnishings, equipment, and facilities. Schedules and coordinates the maintenance, repair, or other work required and conducts follow-up inspections to verify that discrepancies are corrected.

Qualification Requirements: Knowledge of the basic principles, techniques, and methodology pertaining to management, planning, scheduling, coordinating, and efficient use of Government-owned housing facilities, in order to perform various standard housing management functions. Also required is a general knowledge of construction, maintenance, repair and improvement practices; and the methods and procedures involved in determining acceptable work performance in various trades and crafts associated with repairs, improvements or maintenance for dwelling units, grounds, utility systems, etc. Also required is the ability to evaluate housing adequacy, eligibility, assignment, termination, maintenance, habitability, and utility conservation.
