BRIEF DESCRIPTION OF DUTIES: The Navy Region Northwest (NRNW) N9 Fleet & Family Readiness Program Business Operations Manager (N948) located at Keyport, Washington provides oversight support for NRNW N9 APF and NAF Budgets, Accounts Payable, Accounts Receivable, Contracts, Procurement, Projects and Asset Management. Supports pre-audit technical review of N9 operations, coordinates IG responses and supports operations management review/investigation requirements. Optimizes the use of technology aligned with a variety of management information systems including SAP, Kronos, RecTrac, Revel, Epitome and CYMS operating systems. Supports the development, execution, presentation, advising, forecast and analysis of the MWR, CYP and WFS region single-fund NAFI’s, Galleys, Unaccompanied Housing, Family Housing, and Wounded Warrior program resources of nearly $75M, annually. Advises and provides guidance to Region N9/Program Directors/Installation Managers on business matters and may act on their behalf as a NAF and APF source advisor. Serves as the N9 primary interface representative with the Region Comptroller in preparing, coordination, tracking, and execution of APF supporting all N9 programs. This position serves as the N948 Branch Manager within the Region N94 Service Center and supervises one GS-12 Management Analyst, one NF-4 Accounting Supervisor, one NF-4 APC Program Analyst, one NF-4 Lead Contracting Officer and four NF-3 Contract Specialists. Maintains second-level supervisory responsibility for two NF-3 Budget Technicians, eight NF-3 Accounting Technicians and one NF-2 Operations Clerk.

QUALIFICATION REQUIREMENTS: Required knowledge and demonstrated experience/skills: Extensive knowledge of N9 organization operations and ability to manage diverse business and financial issues; ability to develop and present complex concepts and plans to influence high-level decisions relative to N9 business operations; extensive knowledge of manual and automated accounting procedures and the ability to analyze financial activities with a comprehensive understanding of the Navy’s SAP and point-of-sale systems; knowledge of acquisition processes, automated records and control systems, material substitution criteria, and storage, issue, and disposal processes for both NAF and APF property; knowledge of APF rules and application to NAF (UFM); knowledge of policies and procedures of Navy inventory techniques and systems; human resource experience to include EEO, Merit System Principles, safety and security policies; excellent verbal, written and presentation skills. Requires a high degree of knowledge pertaining to multiple funding sources (NAF, APF direct/indirect, FHN) supporting the seven N9 functional area programs and superb leadership and communication skills. Requires a fouryear degree in business, management, leadership or a subject aligned to the N9 professional areas of expertise, or a minimum of 5 years direct NAF & APF oversight experience at an installation, region or headquarters level. Must be able to obtain and maintain a secret clearance and must submit the Confidential Statement of Affiliation and Financial Interests (OGE Form 450), annually.
