Regional N92 Program Director
Location: Naval Base Kitsap Keyport - N9 Service Center
Pay Grade: NF-0340-05
Open to current CNRNW NAF and APF Employees.

Brief Description of Duties: Incumbent serves as the Region Program Director responsible for the overall planning, management, administration and technical direction of all Morale, Welfare, and Recreation (MWR) including Category A,B and C, Child and Youth Programs (CYP) and Galley Essential meals, policies and operations at Navy installations and operations assigned to and organized under CNRNW Area of Responsibility (AOR). Serves as principal advisor to the N9 FFR Director, CNRNW for all matters pertaining to N92 programs, policies and services. Ensures timely, accurate and consistent execution of DOD, DON and CNIC plans, policies and regulations pertaining to the management, operations and administration of programs, facilities and services. Incumbent also formulates, manages and ensures compliance with program related policies originated by CNRNW. Responsible for overall planning, budgeting, management and oversight of operations to include but not limited to Indoor and Outdoor Fitness, Community Recreation and Business Activities, Child Development, Youth and School Age care, Single Sailor, Deployed Forces Programs, Entertainment Theaters, Food and Beverage, Catering, Golf, Bowling, Marina, Navy Getaways, Parks and Picnic Areas, Vehicle and Personal Storage, Military Ticket Program and Galley Food Service Operations. Directs and coordination of all maintenance, renovation, remodeling of all N92 facilities in collaborations with NAVFAC and CNIC, evaluates requirements, sets priorities and directs planning of future construction included those funded by MILCON, O&MN and NAF.
Qualification Requirements: Extensive knowledge and executive experience background in the broad field of Navy Fleet and Family Readiness Programs to include two or more of the following program areas: Recreation, Sports & Fitness Management, Hospitality Management, Child & Youth Programs, Food, Beverage and Entertainment Services, and N9/NAF Support Functions. Comprehensive knowledge of appropriate DOD, DON CNIC and other policies and regulations covering all areas of N92 programs, ability to interpret complex instructions, and directives and to apply them to specific situations in the management of N92 programs. Complete command of budgeting, financial management, acquisition, planning, cost and profitability analysis, internal controls, facility management and effective labor management and employee relations required. . Must be able to communicate effectively both orally and in writing, deliver presentations, and advocate and influence others on complex issues. Due to the broad spectrum of responsibilities, must possess strong leadership skills with the ability to effectively train others and delegate responsibilities to ensure timely completion of objectives. Must possess an extraordinary communication skill set.
Conditions of Employment: Incumbent will be required to obtain and maintain a secret clearance. Must complete annual ethics training and submission of a Confidential Financial Disclosure Report (OGE-450) within thirty days of hire and annually thereafter. Must possess a valid State Drivers’ License. Duties will require travel to different offices, military and civilian, within local commuting area, as well as occasional travel to areas internal and external to the Region. In cases of emergency situations involving military families, incumbent may be on a twenty-four hour, seven-day week, on-call status.
